The Department is responsible for coordinating the formulation and monitoring and evaluation of the Ministry’s policies, coordinating the development of strategic and workplans, development of management information system, resource mobilization and preparation of the budget.
In addition, the Department supports the Ministry by reporting on performance to Management for purposes of providing information to support evidence-based decision making.
The Department is headed by the Director – Planning, two Chief Planners (one in charge of Policy and the other one in charge of Budgets) on the Planning side and one Principal Systems Analyst on the information side. The Chief Planners are assisted by two Senior Planners and two Planners.
The specific functions of the department are as follows:
- Coordinating the formulation, review and implementation of policies /legislation in order to provide guidelines;
- Coordinating the development, implementation and review of the Ministry’s Strategic Plan;
- Monitoring and Evaluation of policies, programmes and legislations;
- Leading and overseeing the timely preparation of performance contracts, work plans, annual budgets and budget performance analysis reports;
- Preparing the Minister’s policy statements and budget briefs to Parliament;
- Coordinating the preparation of project proposals for resource mobilization;
- Mainstreaming Gender issues and reporting on Ministerial programs and activities;
- Preparing quarterly and annual performance reports and other reports as required (e.g. Quarterly Reports to the President, Reports on the Implementation of National Values and Principles, 8NDP Reporting);
- Conducting data and statistical analysis and developing and managing a robust and up to date database of relevant information about the ministry’s performance in relation to programs, projects and targets in order to support decision making, communication and information dissemination;
- Carrying out Cabinet and Parliamentary Business liaison functions;
- Managing the Land Development Fund (LDF);
- and
- Undertaking research relating to the operations of the Ministry.
