HUMAN RESOURCE AND ADMINISTRATION

The Department is responsible for management and development of human

resources and provision of administrative and logistical support services in order to

improve performance and enhance smooth operations of the Ministry.

The Department performs the following specific functions:

a) Manage and develop the human resource function in the Ministry in order to

enhance staff morale and optimize utilization of human resources;

b) Provide administrative and logistical support services in order to enhance

smooth operations of the Ministry;

c) Disseminate human resource and administrative policies in order to inform

decision making and create awareness;

d) Interpret terms and conditions of service, code of ethics and Government policy

in order to enhance adherence and ensure compliance;

e) Maintain buildings and surroundings in order to promote a conducive working

environment;

f) Provide Registry services in order to contribute to the efficient operation of the

Ministry;

g) Implement performance management systems; and

h) Formulate and implement staff wellness programmes.

The Department of Human Resource and Administration is headed by Director –

HRA , who is to be assisted by Assistant Director – HRA.

The Department shall comprise the following two (2) Units:

a) Human Resource Management and Development Unit; an

b) Administration Unit.

 Human Resource Management and Development Unit

The Unit is responsible for managing the human resource management

and development functions in order to improve performance and enhance

smooth operations of the Ministry.

The Unit  performs the following specific functions:

a) Manage human resources in order to enhance productivity and optimize

their utilization;

b) Coordinate wellness and safety programmes in order to enhance staff

wellbeing;

c) Coordinate staff welfare programmes in order to motivate staff and

enhance productivity;

d) Interpret and disseminate Labour laws and terms and conditions of

service in order to create awareness and promote fairness in their

application;

e) Maintain staff discipline and coordinate grievance handling in order to

uphold professionalism;

f) Manage payroll in order to facilitate payment of salaries and other

allowances;

g) Coordinate the implementation of performance management systems in

order to monitor and evaluate performance;

h) Facilitate the recruitment, promotion, placement, retention and

separation of staff;

i) Conduct training needs assessment and develop training plans in order

to ensure harmonized and prioritized training;

j) Develop and implement human resource capacity building plans to

enhance performance;

k) Monitoring and evaluating of training provided in training institutions to

ascertain the effectiveness of training; and

l) Develop and maintain a training database for decision making.

The Unit is  headed by a Chief Human Resource Management and

Development Officer and assisted by one Senior Human Resource

Management Officer  and one Senior Human Resource Development

Officer

 Administration Unit

The Unit is responsible for the provision of administrative and logistical

support services in order to enhance smooth operations of the Ministry. The Unit is also responsible for providing oversight over four Registries in the

Ministry. It shall also host all the administrative positions that shall be attached

to the functional areas. This is in order to enhance accountability, supervision

and optimal utilization of the administrative staff.

The Unit shall perform the following specific functions:

a) Provide logistical and administrative support services in order to

enhance operations of the Ministry;

b) Manage records in order to facilitate easy storage and retrieval of

information;

c) Provide secretariat for the integrity committee.

d) Facilitate the rehabilitation and maintenance of motor vehicles and

equipment to prolong their lifespan;

e) Facilitate the maintenance of office buildings and surroundings; and

f) Develop and manage fleet management register for improve

accountability of moveable assets; and

g) Facilitate the provision of security at premises in order to safeguard

property.

The Unit is headed by an Administrative Officer  and assisted by two Senior Executive Officers , one Senior Registry Officer and four Personal Secretaries.
